17 yz250f can’t adjust idle n idling high

I have a 17 yz250f and I turn the idle knob either way and it won’t change the idle at all . I have stayed around the throttle body no air leaks. I’m wondering if the tps is bad or what’s going on . The spark plug is vary black so it’s running rich as well.
