there is a beat up 2009 YZ144 on craigslist I'm thinking of getting and putting through the ICU (my garage). Who's got the best kit to get a 144 back to 125? Preferably high quality and all in one box or as few parts as possible.

yes obviously OEM is best but I can't find everything in one spot. If I order a cylinder is the power valve assembly included? Does the 144 kit use the OEM power valve?

Every major online retailer sells every part you need. You simply need to figure out what you need.

Id imagine you can get new power valves, a cylinder, and a piston kit and be good to go.

You'll need a head also.

Maybe try Ebay for a complete setup

Your old 144 power valves will not be correct in the 125 as they would have been cut.

All the parts are readily available and you will need
Cylinder head retail prices $94
Cylinder $361
Left power valve $162
Right power valve $155
You can pick up a piston kit and gasket kit from around $100-$125 depending on which brands.
A good chance you can find these parts used on Ebay cheaper. I'm not sure what years use the exact same parts but I think from around 06 to 20 are the same parts. I don't think you will find the parts you need in a kit but you can get everything in one shot from someone like Rocky Mountain ATV/MC
