Questions about new 2001 cr250

I just picked up a used 2001 cr250 2 stroke for a good price. It needs a bit of work and I know nothing about it. It has been sitting for over 3 years apparently. What are the first things I should do? How do I know if I need to rebuild without a compression test? What jetting should I use at 5000ft and 70°F? Can someone give me a checklist of all the maintenance I should be doing? Anything helps.

Well if you are not going to tear it down for inspection, the first thing i would do is remove the pipe and take a look at the piston. If there is any yellow or brown on the piston below the ring or rings, you have some blow-by. and it needs to be replaced.
