Into 1989 cr-250
I believe both top and bottom are the same on the 89

For your 1989 you will need two All Balls 99-3540-5 bearings. You are correct. They are the same top and bottom. I am swapping a 2001 CR 250R fork onto my 1988 and it uses the same bearings.

What about 2012 crf clamps on an 89 cr250, would I need to change the stem out with the original or would it be the same. Most likely I would need a different size top bearing.

The 1989 Cr250 would need the same All Balls 99-3540-5 bearings top and bottom for all the CRF forks right up to current as far as I can see.
