Emanuel's Rent-Free Apartment Another Potential Tax Headache for Obama Administration
White House Chief of Staff Rahm Emanuel lived rent-free for five years in a Capitol Hill apartment owned by fellow representative Rose DeLauro (D-CT), he stated last week. While the arrangement apparently does not run afoul of House ethics rules, questions are being raised about whether either Emanuel or DeLauro, who is married to Democratic pollster Stanley Greenburg, reported the arrangement to Congress. In addition, Emanuel may not have reported the imputed imputed income he received in the form of the free lodging on his personal income taxes..

In his defense, Emanuel stated that House ethics rules allow for "hospitality between members." But that explanation does not answer the larger question about Emanuel's taxes. Nor does it address the conflict of interest potentially inherent in the head of the Democratic Congressional Campaign Committee, which Emanuel was for part of the time he was living in the apartment, receiving a valuable asset from the wife of a client. Greenburg was also a pollster for President Bill Clinton when Emanuel was a top-level adviser inside the Clinton White House. Emanuel's living arrangement, coming as it did over such a long period of time and involving a client with lucrative contracts with two groups in which Emanuel was in a very influential position, should raise questions of a quid pro quo between the White House Chief of Staff and Greenburg.

If the allegations of Emanuel's tax improprieties are correct, he would become the fourth top Obama Administration official or nominee for high office with tax problems. Treasury Secretary Timothy Geithner was confirmed despite his tax problems, while Secretary of Health and Human Services nominee Tom Daschle and White House Chief Performance Officer nominee both had to withdraw their nominations last week after their tax problems became a political liability for the Administration. Now another potential tax problem is brewing right in the West Wing. There is no chance that Emanuel will resign or be let go by the Administration. But he and President Obama may need to answer some politically uncomfortable questions.
