What did Hoover, Truman, and Eisenhower have in common?

Here is something that should be of great interest for you to pass around.
I didn't know of this until it was pointed out to me.


Back during The Great Depression, President Herbert Hoover ordered the
deportation of ALL illegal aliens in order to make jobs available to American
citizens that desperately needed work..


Harry Truman deported over two million Illegal's after WWII to create jobs
for returning veterans.


And then again in 1954, President Dwight Eisenhower deported 13 million
Mexican Nationals! The program was called 'Operation Wetback'. It was
done so WWII and Korean Veterans would have a better chance at jobs.
It took 2 Years, but they deported them!


Now....if they could deport the illegal's back then - they could sure do it today..

What did Hoover, Truman, and Eisenhower have in common? An e-mail circulating around points to tough historical stances on immigration. I’ll investigate and decipher fact from fiction.


I received an anti-illegal immigration e-mail the other day. I’m not going to get into a debate on illegal immigration here (we’ll keep it factual), but I did want to look into some of the claims that were made. Below is a word document that I received in the e-mail:

I’ll take it point by point and let you know what I found.


President Herbert Hoover

President Herbert Hoover, back during The Great Depression, ordered the deportation of ALL illegal aliens in order to make jobs available to American citizens that desperately needed work.

This seems to make reference to a program called the Mexican Repatriation Program. This was a program put into place (starting in 1929) to deport illegal immigrants.

To clarify, President Hoover didn’t directly order this. The program was headed by the Department of Labor. It was started by James J. Davis (who was appointed originally by Warden Harding and was inherited by Hoover.) Hoover later replaced Davis with William N. Doak who carried out the position through 1933.

Hoover definitely had some things to say about illegal immigration though. From his 2nd


State of the Union Address in 1930:

I urge the strengthening of our deportation laws so as to more fully rid ourselves of criminal aliens. Furthermore, thousands of persons have entered the country in violation of the immigration laws. The very method of their entry indicates their objectionable character, and our law-abiding foreign-born residents suffer in consequence. I recommend that the Congress provide methods of strengthening the Government to correct this abuse.


Everything seems to be more or less on track so far; however, here’s where it gets interesting. What this document leaves out is how the Mexican Repatriation Program was actually carried out.

Here’s a breakdown from Senate Bill 670:

In CA alone, over 400,000 US citizens and legal residents were deported

2 million people were forcibly relocated to Mexico – 1.2 million were born in the United States


Raids took place using threats and acts of violence to get people to leave

These raids, targeted people of Mexican ancestry even when they were legal residents

Families lost property that was sold by authorities as “payment” for transportation expenses

SB 670 or the “Apology Act for the 1930s Mexican Repatriation Program” is an official government apology for the illegal activities of the government in the 1930’s

President Harry Truman

President Harry Truman deported over two million Illegals after WWII to create jobs for returning veterans.

Below is a breakdown of deportations during his time in office that I pulled from the US Department of Homeland Security:

Average 295,545


The total of 2,364,358 is near the 2 million stated in the quote – so, we’ve got a fact there. However, there is no official program that Harry Truman enacted nor executive orders that deported these people specifically.


An interesting point that isn’t mentioned here, is that because of labor shortages in the agricultural industry, the Bracero Program was under way to bring Mexican workers into the US to work. The below table shows the number of Mexican workers (non US residents) coming into the country at the same time as the deportations:

President Dwight Eisenhower

President Dwight Eisenhower in 1954 deported 13 million Mexican Nationals! The program was called ‘Operation Wetback’. It was done so WWII and Korean Veterans would have a better chance at jobs. It took 2 Years, but they were deported.


This statement prompted several questions. Let’s start with the number of Mexican Nationals deported: 13 million? Here’s the number of total illegal immigrants deported (Mexican Nationals plus others) during this program (Note – the quote says 2 years, but the program only ran in 1954):

So, where did 13 million come from? I’m not sure, and I can’t seem to find a reference anywhere. Maybe the author of this document missed a comma? Added a zero? Who knows…


Now the second question – was there really an official government program called “Operation Wetback”? What can I say? Sadly, yes… I couldn’t believe it was actually named that, but it is what it is.


Putting things into perspective though, it was a scary time. Here’s a quote from a letter the President wrote July 20, 1954 about the situation:


If we erect barriers against Mexican trade, I know that the possibility of her turning communist would mount rapidly. Our border with Mexico runs from Brownsville to the Pacific Ocean, and it is almost totally unguarded. The wetback problem arose out of the fact that we simply cannot provide the means to prevent Mexicans from going back and forth across the border, almost at will. If that country should turn communist, and without considering all the other evil consequences that would follow in the wake of such an event, just think of the job that we would have in closing that border tightly.


The program was active in 1954 and was ran by Joseph Swing (The INS commissioner at the time). It was modeled after the Mexican Repatriation Program and had many of the same consequences. Yes, there were illegals deported, but many legal Mexican residents suffered for it.


Final Remarks

Now…if they could deport the illegals back then – they could sure do it today? Who are the powers that be protecting during this economic downturn?

“They” do deport illegals today – at an average rate of nearly 1.3 million illegal immigrants per year. Here’s a breakdown of the last 10 years:

Compare 1,292,595 with an average rate of 205,130 during these 3 president’s combined averages. Given that, I don’t see what the point of this e-mail is other than to try to misinform and stir people up.

The data on deportations shows a marked trend if you graph it. During the end of Clinton's presidency, deportations were at a rate double the current rate. They fell off markedly with Bush's presidency but slowly increased until a very sharp dropoff at the end. If the current graph were extrapolated, there would be almost no deportations in just a couple of years.

I'd say that's the point of the chain email, though Dave's writer cannot comprehend that (nor can he comprehend that the term wetback accurately described someone who'd swum across the Rio Grande.)

While I am not a fan of illegals in this country. And I don't want to pay for them. But most are a necessary evil. If they all get shipped back to mexico, how many jobs is that really going to open up? If you think the average american is gonna pick fruit, wash your car, cook your food, clean your house, etc. For $6 an hour your out of your mind.

Around here the Mexicans have all the $10-20 per hour jobs in roofing, plastering, sheetrocking, etc. Whites used to have those jobs, but their potsmoking laziness got them fired for Mexicans that work the whole day.
