You can't really blame him. Those outdoor locations can be zeroed pretty easily and Russian surveillance may have eyes on them. Putting Zelensky at a known location outside would be way too dangerous right now.

Filtration camps? Russian soldiers are having Ukraine citizens shipped to Russia and sent to filtration camps? I certainly hope filtration isn’t another word for concentration.
I’d speculate that they’re screening for Azov defectors or sympathizers. The Russians have been fighting Azov for 8 years in Donbas and the “denazification” of Ukraine story is focus on Azov battalion fighters. The siege of Mariupol, azov’s HQ city, is no coincidence. The Russians are trying to commit a genocide of Azov fighters and sympathizers which is why they have very lax rules of engagement against that particular city. Mariupol is somewhat economically and logistically important for the war, but take note of how freely the Russians have attacked this city compared to Kherson, Kharkiv or the capital. The latter cities would seem more important for the purposes of winning the war, so why the focus on Mariupol? The Russians want to destroy every single trace of the military unit that has lead the campaign against Russian sympathizers in the Donbas, and they are based in Mariupol. They’ve been at this since the start (recall the story about the kidnapped mayor? That was in Mariupol) and won’t stop until they finished, collateral damage and all.
And Dave/Mutt will be back at some point (hi guys, we know you’re reading from time out) so I’ll point out preemptively that explanation does not equate to justification.
At the same time, places are being created for storing equipment that has been disabled on the battlefield.
In general, the Russian Federation often faces the problem of the impossibility of restoring equipment after "deconservation" from warehouses. Optical devices and electronics containing precious metals were completely stolen from the combat vehicles.
