The 2 plugs on the right and left, 5/32 Allen wrench fits them, is where u check the gas pressure coming into and leaving the valve.
The big aluminum plug with the slotted screw bottom right is where u adjust the pressure. U can take that one off when running, turn the nylon screw under it in to increase gas flow thru the valve, back it off to decrease pressure thru the valve.

Most of the time there will be a way to damper air for the flame, combustion air, right before the burners themselves.

Usually, u adjust the gas pressure coming into the valve, then out, then adjust air mixture.

The pressures u are looking for are on the label that says the make model and serial.

Check the flame. Should be mostly blue with orange tips.
Check the vent for a birdsnest or other obstruction.
Make sure your shop has a supply of fresh combustion air.
The way that vent is mounted, any furnace will darken the area around it.

Ps. Don't remove the 5/32 plugs with gas on. Raw fuel will spill out, making for an exciting time.

Borg is correct. That discoloration in that setting isn't bad.

Thanks for the replies HVAC and other gurus.

I watched the vent for quite a while while it was running and could not see any dark exhaust.

I am thinking I just fired it up last week. To the end of last winter I had the gasket on the little window (where you see the pilot) go bad thus causing the pilot to blow out on windy days.

This williams is a sealed unit. Im thinking the poor running condition it was in last winter (until I got a new window gasket) may have created soot in the combustion area and how that it is sealed it is burning off the soot???

The flame when running is nice and blue with slight orange at the tip. Last winter is was more yellow, so that might be the issue.

thanks again and if anyone needs some old bing, jikov or gurtner carbs im your source...
