Should I save up and not ride for a while and get a pair of high quality boots? (Tech 10's, Gaernes ect ect) Or do I keep running these $100-$150 boots that are not as high quality but do the job in a sense?

I would keep riding for sure. $400 boots are for sure more comfortable and provide more protection. What you have should give you some basic protection I would think for now.

Ride what you have if you're tight on money, but my Sidi's were worth every penny.

I have the very cheap fly boots just to get into riding and I haven't had any major issues. I have gotten my feet tangled up in other bikes a few different times in some spills. The parts unlimited rep stopped by at the dealership I work at with the new 2014 tech 8s and 10s and they are VERY nice. Super comfortable with good mobility.

But don't stop riding just because you have cheap boots. Keep riding and save.

The only reason for you to stop riding because of cheap boots is if you had a major past or recent foot or ankle injury. Or maybe if it is so uncomfortable you just cant take it. With that said, I would get the tech 8s if you have healthy feet and ankles, or the tech 10s if you absolutely cannot afford to re injure yourself. I am in the same boat and will probably end up getting the tech 8s.

Also keep an eye out on Craigslist or eBay. Sometimes you can find gear almost 50% off. It's a great way to save money.

I bought a pair of Gaerne SG10s off eBay a few years ago adn got a smokin deal. They were the previous year's old model, but I didn't feel that really made a difference. I highly recommend looking at eBay. I just took a quick look and there are some great deals, depending on the size you need.
