It's 1987 Brazilian Gp in Campos dos Jordao,Belo Horizonte;the surprise of the race was unknow american Rodney Smith who won the race. In 1988 Rodney was the first Team Rinaldi's rider aboard factory Suzuki.

Wow, what a gem! I think that's the 1987 250cc GP of Brazil or Argentina, and #31 is Rodney Smith. He was living down there, sponsored by Hollywood cigarettes, and won the GP over the regulars on the circuit -- including future world champ Eric Geboers. (If I am not mistaken I believe Micky Dymon won the 125 class on his Honda.) Smith used the ride to get a job with Chesterfield Yamaha the following year, racing in Europe full time against John Van den Berk, Pekka Vehkonnen, etc.

But that's a wild guess.
