It's from the early 1970s in Southern California. I heard it at Carlsbad and Saddleback. High Zoot was something that was really cool. Zoot Capri was a derivative that popped up shortly afterwards and it indicated you were styling.

Zoot. Old French slang for volume up, damn! Zoot Capri. One French definition is cool furry suit 🤣 sounds Fresno smooth nineties! Old old school always comes back.
