I get the whole “any means necessary” & I remember the few occasions where riders, including Eli, played Cat-n-Mouse games at Vegas.

However, it would be wise for both Cooper and Eli to do what Roger would do...

If it was a closer points gap I wouldn't doubt Webb would try that...but in Webb's current situation he doesn't need to play. Webb could just let the gate drop, ride a slow wheelie down the front straight, and wave to the crowd...

Webb could play it really safe/smart but I just don't see him doing that. I think he'll be mixing it up where he can and going for it. With that said, Eli needs to bunch 'em up and try to cause carnage if he's in a position to do so. Just pray for a banner to get stuck in Webb's wheel, or something to get caught in his front spokes...long shot, but anything can happen.
