I also have the official press release:

"Irvine - Kawasaki is pleased to announce that Eli Tomac is signed for the 2016 program. Eli commented by saying "I'm super pumped, brah". Eli will ride the 2016 Kawasaki KX450F. The model is greatly improved by adding the patented Anti-Wheelie Control Help (AWCH) that will avoid injury to the riders' coccyx. Therefore the rider will not retire mid 2016."

Probably a contractual thing goin on.....If he announces it before the season is over, it would appear that he has been "testing" his new ride at a time that he was paid by Honda to not do so.

When they have signed? Or they are waiting for either their existing contracts to expire or permission from their existing employers to allow it, whichever comes first I imagine
