Throttle cable fix?

Whenever I turn my wheel to the left. It revs up. I think I stretched the throttle cable to its limits, putting new bars on. Easy fix? New throttle cable ?

What bike is it? Because cable routing is very important. Like on my yz's the cable must go on one way or it will pull on the cable when turning the bars.
