Poor results = No drug testing?

Is it feasible that a rider could "hold back" and or underachieve to avoid being tested until they are 100 % sure they're clean? I searched the site for guidelines to the testing so if it's totally random ( as in the guy that comes in 35th, is just as likely to get tested as the guy who finishes 3rd ) I apologize in advance.......
