Hard to argue against RC or JS7 going 24-0. No what ifs involved, nobody was able to beat them in a full outdoor season of 24 motos. So, it would come down to arguments over which of those seasons had the best competition and how big the margins of victory were.
Another vote for Stewart as GOAT for 125/250f. 03-04 he won everything outdoors that he entered, didn't get the perfect season in 03 because of a late start from the shoulder injury.
RC 02-04. Absolutely unstoppable, 2x 24-0, and won 03 even with Windham being the boss that he is.
Lots of amazing runs, but nothing beats Ricky Carmichael not losing a single national overall from the Washougal '03 National in July of that summer to the Hangtown National in May 2006... He won 27 overalls in a row.
And his career MX winning percentage, 102 wins in 127 starts, .803% winning rate over ten years, will never, ever be matched.
Like Michael Jordan once said about his own dominance, Scoreboard.
Just because RC was an animal doesn't mean his competition was low, everyone forgets that 2011 Reed was almost 30 points up on the Ryan's until the Chadapult. At the 07 MXDN he hadn't raced in a couple months and had full blown chronic fatigue syndrome; the only person who beat him was RV. Kevin, Timmy, Ezra, James, Chad, Mike LaRocco, Davi, Ivan, GL, MA, Sébastien, Ben Townley... these guys are all badass.
Gotta be either RC in Mx as per Davey’s post or MC IN Sx from 93 to 96. That has to be a pretty good win percentage too!
Edit, just counted quickly. Might not be perfect because oh my phone but I think 43 wins in 60 starts, 72%? Not bad, especially since it was SX. Long live the King!
Since it’s “most dominant rider at any given time” and not “most dominant rider ever” I gotta go with Tomac when he put a minute and half on Dungey. I mean it’s Ryan f’in Dungey, who does that??

Agreed! RC is the most dominant ever as DC pointed out earlier, but for 5 motos in 2015 it looked like the rest of the field was in for a LONG summer...any maybe longer.
Growing up in Canada, Ross Pederson throughout the 80's was as dominant here as any rider could be - and for quite a long time. I think he had a few AMA national podiums too.

Hannah did it a few times if my memory serves. His motto was not to just win but to destroy them if he could.
Honorable mention to Herlings in 2018, almost.

DC
Racer X
Why is this even a question?
RV 2013 MX
But mostly RC, as Davey said.
Obviously RC is #1 and had long stretches of dominance.

Pit Row
Roczen was incredible in the 2016 outdoors. Seemed like he was ready to dominate SX and MX when he got hurt.
