He seemed to be indicating to the mechanics "2" with his fingers... A possible scenario being that perhaps he missed the white flag??

They have two boards showing laps left, one shown by a guy at the line and a digital one above the line, so I doubt he missed both twice. Covington just ran him down and caught him off guard.
