Individual Raffling off Stuff Question

I see a lot more dirtbikes being raffles off than ever before; I just want to know if is it legal to do so? I know companies do it but individuals are getting into it more now.

I am not planning on raffling off anything. FWIW

I had a friend who was doing this, i think theres some tax implications that go along with it. I also think it was considered gambling. Ill have to ask him next time i talk to him, but he quit dong them for a reason. he was raffling off car performance part(turbos, wheels, stuff like that all brand new)
