Instead of having subjective ways of gauging block passes why not just make a standard and be done with it.
Anything foot pegs and behind is "clean" and forward of foot pegs needs to be reviewed by officials....
Ex.1 Rider A (block pass / torpedoed/ kamikazed etc) Rider B. Contact was made between Rider B's front wheel and Rider A's swingarm (theoretically Rider A already had the line) pass is clean.
Ex.2 Rider A (block pass / torpedoed/ kamikazed etc) Rider B. Contact was made between Rider B's front wheel and Rider A's front wheel (theoretically this would only happen when one rider is cutting across track) pass is questionable and needs to be reviewed further.
Disclaimer I'm sure there are hundreds of exceptions to these examples. But just an idea to have a concrete way of judging passes instead of emotionally/subjectively doing it.
Also Disclaimer. I saw zero issues with last night's pass and I do not consider running perpendicular to the track going the "wrong direction". smart direction or fastest direction? No, but definitely not wrong.

The Shop
Does the passing rider have a wheel on getting passed rider?
Could the passed rider have checked up and avoided contact?
Does the passing rider crash?
Subjective factors:
Is the pass for a meaningful position? (ie, Osborne, last lap for a championship vs Tomac on Webb in a heat)
Is the action retaliation?
Marv’s pass was fine was fine in my book.
