I will be surprised to see only one rider under the HRC tent it's self. But like you can't see who would forfill that spot.
Has Tonus got a ride ?

Gariboldi will be the factory Honda team and Bobryshev will move over there. Martin will be in charge of their 250 effort.

I don't think James has much interest in anything other than Supercross.

Wilson maybe he's a free agent and would be a nice addition to the gp's and gives him some extra time to get his health back to 100%
Ferris is still a free agent and has spoken numerous teams he wanted to go back in the Gp's
Kaven benoit has opent a lot of eyes at the Mxon so he could be possible
On the other hand if they really wanted to fill that spot and they knew Tonus was coming back they were kinda dumb to let him slip by

Paulin's MX1 / MXGP placings so far :

2012 3rd OA with Kawasaki.

2013 5th OA - Kawasaki - with 2 GPs with no points.

2014 with Kawasaki - 8th OA with 7 GPs missed through injury.

2nd OA in 2015 - I think he did all the GPs. Not a bad result, his best so far - on the Honda .

13th OA in 2016 with at least 6 GPs missed this year - that'll 'ef' you over fairly thoroughly, just as it did to him in 2014.
