I have a 2013 ktm 450 sxf with after market suspension and rims/new tires/redone O-rings. Should I be thinking a new bike soon or continue to maintain this one? Is it that much of an advantage to drop another 8-11k on a bike or should I continue to put money into this one?
not really sure, im pretty comfortable on it riding it for years/racing but I feel like im missing out on something with the new bikes that will allow less talented riders to perform better.

Not Knocking you but you are likely not riding that 2013 to 50% of it's potential. A new bike isn't going to change that.
Or buy a new one. I just like riding new bikes, so thats what I do.
I have a 2017 SXF 450 and i like it. I also had a 2014 SXF 450 which is basically the same bike as your 2013. The difference is pretty big. I would give you this advice: Go to demo days in your area or try newer bikes that people you know have. Then you'll know if you can justify the upgrade!
Im just an almost fast guy that rides a couple times a month and while the new bikes feel nice to ride, I cannot justify dropping 10k on a freshy within the next couple years. I ride a restored 2004 RM250 and a 2006 CRF450 and feel that I'll never come close to riding them to their potential lol. Still have a kickass time on them and thoroughly enjoy my riding days.
