One could argue that James Stewart was the fastest, however wreckers to checkers isnt necessarily the best. Mark Barnett won three straight national titles. Gaston Rahier won three straight world titles, with a total of 29 wins.
Stewart has the most wins in the 125 class. He beat 250s on his 125, and changed the way everyone rode.

But since Stewart is excluded, I’ll go with RC and then the Bomber.

The top 4 on the AMA win list equals the top four all time 125 riders for me. The order could be argued, but really that’s just semantics, very hard to compare riders of different eras.
* Stewart’s last class win was on a 250f so -1

Lechien, Dymond 86,87, George Holland, Keith Bowen, Healy. 90,s European Dave Stijbos, Albee, John Van de berk, tragter. Carl nunn 98 fox hill battle with Chiodi awesome, Roncada, DV12, Patrick Caps, Italian that finished 2nd in 97 or 99 ? Guy Cooper still rides a 125, 05 cr125. So Cooper is the Winner.

Maybe not "All Time", but Kdub on a 125 will stand the test of time, much like the rest of his career.

O'mara, Barnett, and Ward were all 125 champions and raced each other in the prime of their careers and had multiple championships. They also didn't have a "lites" class in SX, had to race with the big boys on 250's.
Barnett was a 3x 125 champ with that competition.
I don't think RC and JS had comp with those resume's when on 125's.
