Baltimore area. I have a feeling it could have been stolen from a shop. I could not get a Vin number but I have a phone number. PM me if you know of one that was stolen.

I don't have it. Someone called wanting to know if I could send them a remaped ECU. I told them I could not without a Vin and proof of ownership. The KTM ECU's have a transport lock and you cannot start the bike until its unlocked by the dealership. The dealership cannot permanently unlock the bike until its registered. Anytime someone calls about a remap or wants to purchase a ECU our antenna goes up and we ask a lot of questions. For sure if they tell me they are nearly 1000 miles away.

If the stock ECU is locked what would stop someone from replacing it with a Vortex... asking for a friend

A "friend" eh? Got a Vin#? Yes a Vortec will bypass all of that. Well sell quite a few Vortec's. Normally its for bikes we sold but when its not and its a KTM or Husky we ask for the Vin just to make sure its been registered.
