Purchased a new Dunlop MX12 100/90-19 on ebay last week, and when it arrived, it shows a manufacturing date code of 4217 (October 2017). Is it worth pursuing a refund or should I try to mount it? Feels somewhat stale. Curious to know if people that ran into this were normally just SOL or were able to get their money back.
Pic comparing it to an old 110/90-19. Not apples to apples by any means:

I’d never think of buying a hoop from eBay. What’s wrong with your local dealer?
The Shop
I would run it and not buy tires off of eBay anymore…
PS I have never in 30 years of buying tires ever looked at date made
Coincidentally, I work in a building that used to be a Dunlop plant (we do combat helicopter modifications), and next door to us us is Dunlop's proving ground. Has an MX/SX track and a road course with sprinklers/skidpads/etc. Maybe I should run it by them.
As far as the date, If you feel uncomfortable running it then reach out to them. I bet they will make it right with you.

Here is a video on tire age I saw recently - https://www.youtube.com/watch?v=WwbLt8vZH5w&t=329s
We had an engineer for Pirelli/Metzeler in our company doing a presentation. He showed us the tires that Carlos Checa used to win the Miller Motorsport round of World Superbike. These tires had date codes of 5 and 7 years before the race they were used at. Then went on to tell us that they basically spent their life in the belly of a 747 flying to every race before they finally got used. I say if a set of tires can go through that many heat cycles where they go below zero and then to tropical places like Malaysia, I think a 7 year old dirt bike tire will be fine.
When Herlings came over for the Indiana Nat, he was particular on tires to the week.
How do I know this? I worked at Pirelli for years.
