Would it be too much of a tall order to race a 150 in 250 class? I don't really have any chance of winning anyway but I am faster on a 150 than a 250

I see it often enough in the amateurs
If you're competing in a skilled based class (C, B, A) you don't stand a chance except maybe in the C class. If you're riding in a Vet/Age class you might stand a chance. All depends on how good of a rider you really are. If you race woods as oppose to MX I say you stand an even better chance at doing well in those types of races.
Husky TC 150...good choice.
he never got a decent start. I was at hangtown and both motos he rounded the first lap in last. but he would work his way up into the mid 20's.
you wont get a decent start but if you're quick and aggressive you'll be fine
You however, should be fine racing locally, and either way, does it matter? As long as you are having fun, and like you said, you are faster on it.
Go for it.

39 to 46 hp is a 15% increase which is pretty good. I remember Mitch payton saying getting a 10% increase out of a stock engine tends to push the limit. motor work plus the big bore it sounds like a legit increase in power.
really the difference in the race is on a 125, he starts 35th-40th on 1st lap. if he was on same bike (250f) he would start higher and he would be able to minimize mistakes and run more consistent laps, but he would still settle into somehwere around 20th. but it it easier to finish higher when you start up front

Here's some kid named James Stewart on a 125 totally destroying a whole field of pro racers riding 250Fs. He destroys them like they were beginners in Moto 1 and even laughs about it. Moto 2 he goes from dead last to 1st.

B racer on a KTM 150 going down in turn 1 pileup. Starts in dead ass last, picks up and destroys them.

Don't think for a second that a 125 or 150 can't compete against 4 strokes. A 125 CAN run with 4 strokes. You're just going to do more work, and that's why people dont choose them. You can get a 450 and tractor around the whole track in 3rd gear, or ride a 125 like the cops are chasing you. Both will work.
, so yes 7 HP more on a 2017 with just cylinder head and cylinder porting seems only marketing values!
If you want more than 2 HP gain on your motor, you need to work on every parts
(crank; crank case; carburetor; pipe, silencer, piston; CDI and race gas).
The works KTM 125 are doing 43/44 but there's a lot of work inside !
the difference in a race: a 250f will get the better start, and if there is a big jump the rider will have a better chance of clearing it.
he can win on a 150 but he has to be faster than eveeryone
