Highly genetic but not impossible. But all depends on what you start from. Wrong genetics and there is no chance you can do that.

If i remember correctly you can typically increase with 1% per week with 3 4x4min session at 90%. With right genetics not impossible at all to go to 15. For a weekend warrrior you can quickly improve around 20%, while and elite athlete moves around low single digit percentage.

The issue with vo2max test is also that it is highly depending on your status and how you feel when you do the test. Food, sleep, where you are in training periods, weight, water, surrounding oxygen/temp (which is normally controlled but still) and mineral status etc all affect the test heavily.

I am referring the Science of Supercross segment on Joey Savagy. Based on his fitness levels being near elite level at the beginning of the 8 weeks something seems fishy

If his vo2 max was 50 and it increased by 15%, it becomes 57.5. I dont see that being unrealistic. Arent top cyclists up in the 70s and 80s?

Yes 70-90 is normal for elite athletes. It also depends if he was coming out from some weeks of base building or if you would take it from an intensive period.

So 15% not impossible since they most likely went from off-season base building into peak period when this was made before season starts.

weighloss helps the VO2 max a bit to.. I dont think Savatgy was fat before but the fater you are, the lower VO2 max you will have. If you weigh 200 pounds and do the 2K indoor rowing machine on 6min you will have a VO2 max of 74 ml/kg/min. If you loose 15 pounds and still row 2k in 6min you will have a VO2 max of 80 ml/kg/min.
