Higher powered emtbs coming to the EU?

This seems to indicate that emtbs over the current 250w/15.5mph limit can now be sold as ebikes as long as they are labeled for offroad use. Instead of seeing EU compliant bikes here, will we now start to see US compliant 750w/20mph or higher there?Please Help. Thanks !
