2011 KX 250F no start

I purchased a non running 2011 kx250f, intake valves were zero out.  Had valves done by MXtime.  Also installed new piston and rings and timing chain. Now bike will not kick start.  Has blue spark, fuel pump runs when kicking over but I do not see any squirt of fuel into the cylinder.  Have tried start fluid but will not kick over.  Have checked all connections.  Stator checks out ok.  I am stumped. Are there sensors that will allow spark but not to fire the engine?  Timing is spot on and valves are in spec/
