Crf 250 r 2018 overheating and not overflowing after top end rebuild

My crf 250 has just had top end done and when I start it up it feels far to hot. The coolant isn’t overflowing and the radiators have steam coming out of them. The head gaskets are not blown. Could it be the cap not holding enough pressure
