Kids Chest Protectors that keep them cool

I have seen numerous photos of mini riders with neon colored vests while racing at Loretta's and qualifiers to help keep their little ones cool during the heat and humidity. Where can I get a chest protector like these and who makes them? Should I buy them? If you know anything about them please let me know.
