I have a 2003 RM-250 2 stroke cylinder I'm getting ready to send to Mellinnium for weld and replating. Do I need to have the bottom of the skirt repaired? That will cost an extra $63.00.

I would say don't risk it and let them completely repair it. Just kind of cheap insurance.

I'd clean it up with a dremel but other than that it isn't going to hurt anything due to where it is. It's not past the taper and in to the cyl. You need to have it replated though. That coating is gone.

With all the welding it looks like there going to have to do in the cylinder it may be better to just have it over bored (big bore) 265 or so. then i wouldn't worry about the bottom as the BB would smooth out the skirt. i had a problem with Mellinnum , they didn't smooth out my PV ports so when i put my outer pv's in they wouldn't turn, luckily i had porting tools form my RD and DB shop dayzs.
