Road tar on plastic

Was riding my bike down the road after putting on a new pipe and black road tar (or something that won't come off) got underneath the rear fender and I tried to scrub to get it off but can't. Would a scotch brite be okay?

Try some WD40, kerosene or even baby oil on it.

Wd40 or goof off. Scotchbrite pads are fine, it's not a place you'll notice fine scratches anyways.
