That's a vortex carb mod from Pro-Action. I built one and picked up about .75hp on the dyno with better throttle response on a '13 YZ250. Not huge gains, but noticeable for under $100

Pretty common mod amongst most hop up shops. Can can up to 1HP for around 75 dollars, better throttle response too.
