Helmet shell sizes?

Hey guys,
I always heard that helmets shells for small, medium are the same and large, x-large are the same they just have different size padding. Is there any truth behind this? Looking at a fox helmet but they only have XL. I was wondering if I could buy it and then just swap the padding out for a large. Thanks.
