If he put new seals in that is likely your problem. I put new ones in my 125 last rebuild and it was very hard to turn as well, so I think you are probably good. As long as it's not a metal binding issue or something, just make sure it is still smooth when it does turn, and it should loosen up a bit over time.

Yeah, not sure if the seal is new but hopefully that is the issue... Doesn't seem to be binding with any other metal components... Thanks.

You should remove the power valve and thoroughly clean it to be sure. It's worth the risk to assume "it should be fine".

What he did is put new seals in it and packed everything with grease. Not just put in grease, but PACKED with grease. It's a good thing, as long as it turns smoothly and it isn't an actual metal binding like RMRider1 said.
