2010 crf 250 bog on WOT

I've got a 2010 crf250 i'm currently dealing with and the guy said it was bogging near the top end. I take it for a quick ride around the yard and at about WOT it starts bogging and the rev limiter is never reached, almost like it completely flattens out to the point where it won't let it hit the limiter. It also dies often on idle like a flameout. I replaced the fuel filter thinking it could be that since the 2010 fuel pump and filter design isn't very good. Could it be a fuel pump or something electrical? Figured I'd try to get some answers before i really start digging into it and spending a ton of time troubleshooting.
