The 2000 CR250 is. Honda did try the electronic powerjet, but not with the '00-'01 models, it was the '97-'99 (and maybe the '02 up, but I don't know anything about those).
The '01 had a Mikuni that is fairly notorious for being tough to jet properly.
The 2000 came stock with exactly the carb you need, a PWK Airstriker. You may need to tinker with the jetting to get it set for your bike (or you may not, every bike is different), but the PWK is so ubiquitous, jets are no problem. You could just order the stock jets for the '93 PJ, they'll bolt right in (one of the other advantages of Keihin carbs-- they reuse the jets even when they go to a newer carb design).
When I swapped the '00 PWK on my '93, it was a direct, take the PJ out and insert the PWK, deal. I changed the reed block from stock to a VForce 3 while I was there, so I had to adjust the jetting.
The Shop
I've ridden bone stock and VForce back-to-back on the same day and haven't noticed any difference. I'm talking about on my '93. If the motor is ported and case matched, then the VForce would give you more an improvement maybe. I have a ported, matched, etc motor in my '95 and yeah, the VForce helped it flow, but that bike is an animal.
The basic motor is excellent stock. Only a late model KTM is going to beat you. And the motor is close to bulletproof, too.
To get more power out of them, you need to do the whole enchilada, and then you have to run race gas. Keep it stock, it'll even run fine on 92 Octane pump gas.

I'm almost 100% the '98 KX250s had an electronic powerjet. The solenoid may be missing, after all the seller just sold the carb?

From my understanding, the TMX can be made to work well, it's just the PWK is easier -- and less sensitive. I've had success with the PWK in part because the "cave man" aspect of their operation and adjustment is straightforward for a (man-) cave man like me.
Plus, here in Houston, it can be 60 degrees and no humidity and then 90 degrees and about to rain in the same day, and the PWK seems to be less touch about those types of swings. Some things I used to think were cool when I was a kid -- like having a bunch of clickers and suspension adjustments -- and tinkering with jetting to find that razors' edge -- as I've gotten older (err, fatter), are less appealing. I suspect that with DJFMX's youth and mechanical expertise, it's a breeze! Don't turn 40, DJ!! haha
