Did you take them out and clean them?
Is the power valve spring set correctly?
Is the power valve linkage all hooked up?

Step 2 ... get a Clymer or Haynes manual ... I prefer the Clymer because I speak the filthy 'Merican Engrish.

Your life with the scooter will be much easier.
