They are all good starting from 1996. I assume you can afford a newer one though. The 2006-on are the best for the suspension. I have a 2005 and the forks are harsh.
If you get the 2005 and newer, (and if it has shifting problems i.e. hard to get into neutral), replace the shift "stopper" with the updated part number. You can google forums on the subject.
I have a YZ 125 and it is tons of fun, but they just don't compare to a 250F. I would just stick with the 250F for performance reasons but I know what you're talking about on the rebuilds. I got a new top and bottom end on my 125 for $400
