If you have it in your budget, I'd get the shock and forks serviced. Maybe not a re-valve, but they certainly need fresh fluids and seals. I loved my 84' CR250. If I could find a decent one today, I'd jump all over it for vintage racing. Yes, it had it's quirks, but it was a hell of a ride.
Edit: I figured I'd dig up some old reviews to freshen my memory. Found this article on Pulp with a 84' 250 shootout. Seems like they deemed the power, "broad", so what do I know? One thing I was sure of was the insane headshake, to which they make reference.

Good news on the shock. Even better news is that you can replace the fork oil yourself, and if it hasn't been changed since 98', it needs it. Probably wouldn't be a bad idea to change the seals while you're doing that.
If you learn to ride that bike it will make you a good rider by forcing you to hone your skills fast. Keep riding it with helmet, and full gear (shoulder, knee and elbow) and if you like riding then get a newer bike at least 04' or up.
