To clarify the above posts, it's like a restrictor plate. Put it down to restrict airflow and the bike goes slower. Put it up or remove it to increase airflow and make the bike quicker. They put it on bikes from the factory so new bike owners don't hurt themselves. It's a liability thing.

Maybe to deflect water or dirt out of the airbox.

It helps keep dirt out of the upper shock bearing. Right?

Don't listen to these idiots, they are just messing with you. That clear plastic looking piece is an emergency tire patching kit. You cut strips from that piece of clear plastic and glue them to the inner tube in order to seal the puncture. If you look inside the rear axle you should see a little tube of tire glue, that comes with the bike from the factory. You need to find a stick or something to push the tube of glue out from inside the axle.
