It is quite clearly notebook paper. Hard to tell from the size of the picture but my guess is College Ruled.

I work at a dealership and a guy came in a while back with this claiming it was the new reed valve design for Yamaha's 2 stroke 125 and 250 in 2010 or 2011.

Its obviously the intake plenum for the new 2010 or 2011 RZ 350.

I got one of those from the local Whoopee bowl here a few weeks back. It's just a bunch of rubberbands inside. Hence it must be a realization of the adjustable powerband. The mechanics requested them since they have so much more time on their hands from not jetting bikes.

it takes both reeds and valves, it also needs premix and has a toggle switch to select between 2 stroke and 4 stroke noises

No offence but if that were an OEM product some clown would never be running around showing you or anybody else at the dealership a new product like that. I am no engineer but I can't see how the thing would work in the first place unless it there were some type of pump to push the fuel through that devise.
