What would be the "threat" to Feld, that they block Latvia (that is correct?)?
I am confused, but I am ingesting massive amounts of coffee, to correct tis situation.

Bandwidth to places outside of North America loading up the servers or security issues depending on the service being offered and such.

BBC online for instance. If you don't live in the UK you can't watch shows on their site... unless you change your proxy to a UK based IP address and are lucky enough to find one that works. They want the service to be free to the ones who live there and not have everyone in the world trying to access their website and stream TV shows all of the time, loading up the servers.

we (the UK taxpayer) pays for the BBC television programmes so that's why they don't allow foreign access and rightfully so....

Hulu blocks non-americans, as does FuelTV's website..... for Feld to block access to the world supercross series... well it lowers their levels of douchebaggery to levels which i didn't think they could stoop
