They are trying to pass more laws restricting the use of dirt bikes and ATVs on public and private property because of all the illegal activity.

Was it NYC that ran a dozer over several bikes and quads a year or so ago and crushed them instead of police auction?
Also went over to Brooklyn on the ferry last summer. The route goes past the port, and you can see the police impound lot. It was full of bikes, but this was pre-bulldozer event.....
Let them ride I say.
I do do agree that it's an outlet, just like it is for us, that shouldn't be barred but encouraged to be a positive influence.

In all seriousness if they stayed off the sidewalks and obeyed traffic laws, let them be.
I know I wish I could ride my bike on the streets.
