Nope. It went back to the truck, and already had a new wheel on it by the time I got out there.

The wheel was junk. You can't expect a rider to continue with a jacked up front wheel at this level. It wouldn't have lasted but a few more laps and when it failed it could have failed in a very bad place on the track and planted Reeds head into the ground.

No. They didn't actually change it, because it wasn't broke. Reed just pulled off because he knew he couldn't win.
