I wasn't aware that he was riding a 250 until afterwards, but he did pretty good considering. Don't think he was a million miles away from making it to the main. He looked good out there

Can he run a big-bore in the 450 class...long-rod-big-bore...?

I believe it has been done many times before by privateers finding it easier to make the main, especially late in the season after injuries.
I know of no rule prohibiting modifying an engine if it stays under 450.
