The thing is, and as unfortunate as it was & is, there's a bigger question here.
Sure there's the WHY & then some, but...........
That bike has been out for more than 1 rodeo now the World over......
Those bikes are managed by the best possible crews the World over. .....
In other words, the World over, did none or no one ever take off a fuel tank after either a first or second moto to see the see-able, the tale of the tape, the World over?
If not, hence there's the problem.
I would put money on it to think that from my experience, most if not certainly ALL the teams World wide would have measured this finding over time, time & time again.
So, ya, the WHY is a good question.
I'd like to be the fly on the wall in those meetings!
As they say, in a multi-million dollar deal, it's the 10 cent cotter pin that'll ruin ones day.
One things for certain here, in that I bet you'll never see this from a RED bike again!
To fix the fixable, one must realize the issue first.........

Even if the fuel tanks capacity is marginal, there's also the possibility that the
EFI's were the issue here.
Think about it.........
Those 450 CRF's have been out for some time now, especially the tank capacity.
One thing I recall from my Buell/Harley experience is that the EFI's can be programed in several ways, and fuel consumption is a programmable issue.
EFI's are new, hence a new problem to solve.
You can test 'til the cows come home, but nothing beats racing!
That could be it right there!
Mechanically speaking, innocent until proven otherwise.........
