Maybe because spokes, chains and sprockets don't mix well with hair.
I am always nervous when I see women amateur racers with a nice big long ponytail flowing out of their helmet.
The rule makes sense. I was watching a local mini race (girls class) and a couple of them got together at the finish line and one of them had her hair get tangled in the spinning wheel of the other bike....it was not pretty...took a chunk of her scalp out...nasty.
Dean Wilson and I were talking about this today, apparently he saw a girl basically get scalped when her hair got caught in a wheel during a crash recently.
I remember seeing this guy with quite the flowing mane out the back of his helmet. I had one myself back then. Still have as much hair as back then, but of course a lot of it is now on my back instead of my head.
Minor league baseball has implemented rules against chewing tobacco on the field. Major League Baseball has not. Another reason why the AMA Nationals is the PREMIRE series.
The macho crap is stupid. Get your hair out of the way and eliminate an unnecessary risk. You need your fingers to ride the bike. A ponytail- not so much.

"Long hair, of feminine or masculine riders, must not come out of the helmet.
Long hair must be completely contained within the helmet."
This rule has been around for awhile.
