Is this a bit off? Isn't he VP of Youthstream? If not I apologise but I woulda thought the promoter and governing body should be entirely separate...

he was FIM / CMS Director.... now he's become FIM Europe President.... it's a promotion within the FIM

Youthstream are the promoters of an FIM series so obviously there is interaction between the two parties

There is always FIM people working at the GP's like there are AMA people working at the Nationals.
Not the same organisation though.
