The problem is the same one that is faced by every other sport, the testing technology is always one step behind the drug technology, and if all they are doing is piss testing then that is not gonna catch anybody who is smart about the use of PED's. We are at a point where athletes in other are being scrubbed out and having records erased without even testing positive, but the investigation and cost required to go that route is so much higher then just a couple of tests done a couple times a year to a handful of riders after a race.
Maybe nobody's doping, who knows, but i think the real argument here is that if anybody is and they are serious and professional about how they do it, the testing measures involved in the sport currently arent going to catch them anyways.

The most common thing actually found during a test is masking agents, which give the testing body reason to test further, to possibly include blood test. But it all starts with a piss bottle.
